The electronic Covid-19 vaccine passport will make it easier for Vietnamese to travel and trade internationally. Especially in the context of March 15, Vietnam opened up to international tourism.
Mr Nguyen Ba Hung, deputy director of the Health Data Center, Information Technology Department, Ministry of Health, said that from December 20, 2021, the Ministry has issued Decision No. 5772 on the form and procedure for granting vaccine passport certification.
After that time, the Ministry of Health coordinated with the Ministry of Information and Communications and other agencies to build a vaccine passport issuance system, edit and supplement the digital signature function on the vaccination management platform.
“In the past week, we tested it in 3 hospitals, namely Bach Mai Hospital, K Hospital and E Hospital. As a result, the system is ready and responding well to the issuance of vaccine passports,” confirmed Mr Hung.
Regarding the time to widely deploy the vaccine passport, this representative shared that he will hold a conference in the coming week to implement nationwide.

“According to information from the Ministry of Foreign Affairs, Vietnam’s Covid-19 vaccine passport form has been mutually recognized by 17 countries,” the representative said.
He also said that the Ministry of Health has recently received many questions from people on this subject. Some people even go straight to the Department of Preventive Medicine and the Department of Information Technology for answers.
Process-wise, people don’t need to do anything to get a Covid-19 vaccine passport, except indicate accurate information when they get vaccinated. Vaccination agencies should be responsible for reviewing and connecting to the national population database to verify information for the people.
“All people who have been vaccinated and have information about the vaccination management platform will receive a QR code on the Covid-19 PC application or the electronic health book, which will serve them the control when they go abroad,” said deputy director of the Health Data Center. †
Mr Hung said he is working with the Ministry of Information and Communications and is building a function to display vaccine passports on the PC-Covid-19 application.
He added: “If we already have the information, it will be necessary to add a function to display the vaccine passport. The essence of the vaccine passport is that the output is a QR code, which is used to go abroad. This QR code is built according to international standards”.
During the seminar, Deputy Health Minister Tran Van Thuan said that Vietnam is currently one of the six countries with the highest vaccination rate in the world.
In particular, the vaccination rate for people 18 years and older is close to 100%, with the first and second dose reaching 99% and the third dose reaching 43.5%. For people 12 to 17 years old, the percentage that received one injection is 99% and the percentage of 2 injections is 94%.
Do Truong Duy, director of the Department of Health’s Information Technology Department, said more than 202 million doses of Covid-19 vaccine have been injected nationwide. In which the vaccination management platform has registered more than 193 million shots, which corresponds to 96%. The number of injections without data entry is well over 8 million, or about 4%.
The Director of the Information Technology Department stressed that verifying information on the vaccination management platform is the most important condition for issuing a Covid-19 vaccine passport.
“Although the Ministry of Health has issued many documents directing vaccination facilities to enter data correctly and to coordinate with the local police to verify information, there is still a very large amount of information that has not been ‘cleaned and verified’, Mr Duy said.
In the near future, the Information Technology Department will advise and propose to the leaders of the Ministry of Health to develop a plan together with the Ministry of Public Security to review, supplement and clean up vaccination data.
