Temus also marked the occasion with two other announcements that highlight its commitment to talent development and capacity building in tandem with Singapore’s growing digital economy. First, he acquired
Decision Science Agency (DS), a local digital service provider focused on agile application development with over 70 professionals across Singapore, Vietnam and Malaysia. As part of the acquisition, Collin Ang, founder of DS, joins Temus as managing director. Second, Temus announced its first international expansion with the opening of an office in Hong Kong.

DS is Temus’ second acquisition since its inception in 2021. Last year, Temus acquired Dreamcloud, one of Singapore’s largest OutSystems delivery teams and a pioneer in the low-code space.

A growth trajectory supported by investment in talent diversity
Temus has been on a strong growth trajectory since its inception in 2021 with the strategic acquisitions of DS and Dreamcloud, its international expansion via Hong Kong, two successful cycles of Step IT UP – its accelerated “hire, place and train” program and the launch of its third cycle in October 2023. In line with its mission to build local capacity to drive transformation in the public and private sectors, Temus has more than doubled its workforce over these two years and now has more than 400 digital talents, most of whom reside in Singapore.
Temus’ Step IT Up career conversion program was introduced in August 2022 and enabled 38 people with no prior technical training or experience to secure full-time positions in software and digital application development after qualifying their diploma from the three-month program. The company aims to hire, place and train 20 digital business analysts (Digital BA) as part of this third edition of Step IT Up.
