On the afternoon of May 17, the National Assembly (NA) delegation in Ho Chi Minh City met to monitor Resolution 54 and the socio-economic situation in the first 4 months of 2022 for the City People’s Committee.
During the monitoring meeting, the city people suggested to the Delegation of National Assembly Deputies to ask the National Assembly to consult the government to instruct the Ministry of Culture, Sports and Tourism to coordinate with ministries and departments to consider policies for promoting economic development. the nightlife of the city.
Accordingly, it is proposed to allow Ho Chi Minh City to test the organization of casinos in 5 star hotels or more, major tourist attractions; while admitting Vietnamese aged 18 or over with full civil and financial capacity to participate.
In terms of tourism development, there is a preferential policy for investment in tourism, especially investment in amusement parks of international and regional status.
The city specifically asked the delegation to propose to the National Assembly to appoint the government to lead the Ministry of Foreign Affairs on visa procedures for international visitors to Vietnam, such as: Consider expanding visa-exempt countries and policies on e-mail. to implement visas; extension of the temporary residence period for international visitors to Vietnam from 15 days to 30 days from the date of entry.
The city also proposes that karaoke bars, bars and discos in tourist accommodations of 4 stars or above or first class can operate without a time limit. In the other group, the useful life has been extended compared to the current one. According to Decree 54, karaoke and bars are open from 8 a.m. to noon; the disco is not open from 2am to 8am.
In addition, Ho Chi Minh City has also proposed to the National Assembly to appoint the government to charge the Ministry of Finance to coordinate with the Ministry of Culture, Sports and Tourism to have policies to support tourism companies participating in tourism promotion programs, fees and charges policies.
The city is proposing to the National Assembly to order the Ministry of Industry and Commerce to cut electricity prices for travel companies and tourist attractions, as travel companies have also suffered heavy losses from the pandemic; order the Ministry of Health to abolish the regulation of RT-PCR testing for international visitors to Vietnam who have received adequate vaccinations to help the Vietnamese tourism industry gradually regain its competitiveness with other countries in the region, while the epidemic response efforts are still guaranteed.
During the monitoring session, Nguyen Thi Hong Hanh, deputy of the National Assembly (Deputy Director of the Ministry of Justice of Ho Chi Minh City) suggested considering social impacts and avoiding conflicting opinions and objections, especially for Vietnamese over 18 years to enter the casino.
