In the 2021-2025 period, Ho Chi Minh City will have about 244,500 people who want to rent and buy social housing and the city plans to develop 30,500 homes to meet.
The Ministry of Construction of Ho Chi Minh City just reported to the Ministry of Construction on the project “investing in the construction of at least 1 million social housing for low-income people and workers in industrial zones”.
As for the demand for social housing in Ho Chi Minh City, the Ministry of Construction expects approximately 244,500 people to need this type of housing by December 2025. To meet the demand, Ho Chi Minh City plans to develop 30,500 social housing units in the period 2021-2025.
Also during this period, the demand for workers’ housing in Ho Chi Minh City was about 68,538 rooms. Meanwhile, HCMC plans to develop just 4,500 rooms for rent.

In the period 2025 – 2030, some 239,100 people are expected to need social housing and Ho Chi Minh City is expected to develop 50,000 apartments.
The housing demand for workers in the period 2025 – 2030 will be approximately 71,288 rooms. Meanwhile, HCMC plans to develop only about 8,000 rooms for workers during this period.
According to the Ministry of Construction, in 2022 in Ho Chi Minh City, only 1 social housing project has been completed and commissioned with a scale of 260 apartments.
In addition, 9 social housing projects and 2 workers housing projects have been launched and groundbreaking work has been done with a scale of 8,666 apartments and 1,400 rooms respectively. There are 70 social housing projects and 7 workers housing projects that have had an investment policy but have not been implemented.
According to Mr. Huynh Thanh Khiet – deputy director of the Construction Department of Ho Chi Minh City, the unit found that there are many difficulties and obstacles in the management and development of social housing and workers’ housing. Therefore, the Ministry of Construction suggested to the People’s Committee of Ho Chi Minh City to request the Ministry of Construction for specific guidelines on many issues.
The first is the method of determining the cost of compensation for land clearance and investment in technical infrastructure to pay investors in the transfer of 20% of the land in commercial housing projects to the state. It is necessary to designate an agency that is responsible for reviewing and approving the above charges to be repaid to the investor.
The process of investing in social housing currently has to take more steps than commercial housing, which leads to a longer implementation time and does not attract investors. Therefore, the Ministry of Construction has proposed to the People’s Committee of Ho Chi Minh City to propose relevant ministries and departments to simplify the procedures for investment in social housing.
For commercial housing projects, urban development with a land use scale of 2ha to 10ha is approved for investment in the period from December 2015 to April 2021. If the investor adjusts the project implementation schedule according to the Investment Act, it is recommended to still implement the social housing obligation at the time of investment approval.
With regard to the implementation of social housing obligations for commercial housing projects, urban areas with a land use scale of 2 ha to 10 ha, the People’s Committee of Ho Chi Minh City proposes to let the city decide on one of three forms: 20% of the residential land fund to build social housing or transfer the equivalent housing fund or pay the corresponding 20% land fund value.
