The monsoon wind energy project has officially reached its cod August 22, 2025becoming the first cross -border renewable energy project in Asia.     Extending through the Dak Cheung district in Sekong province and the Sanxay district of the province of Attapeu, 133 wind turbines rise from the Rigelines, regularly turning in the strong and reliable winds of the region. This is the product of more than a decade of detailed wind studies. Their energy travels four stations of 115 kV, increased to 500 kV at the under-ending of the project and transported along a high voltage line of 27 kilometers on the Lao-Vietnam border, where it connects to Vietnam 500 kV transmission system.     The project was launched by Impact Electrons Siam (IES) and is developed and operated by Monsoon Wind Power Company Limited, an incorporating Lao company.     Funding comes from a group of main regional and global lenders whose support reflects deep confidence in its technical, environmental and economic merits. These include the Asian Development Bank (BAD, as a lead arrangement), Asian Investment Bank (AIIB), Japan International Cooperation Agency (JICA), Export-Import Bank of Thailand (Exim Thailand), Hong Kong Mortgage Corporation (HKMC), Sumitomo Mitsui Banking Corporation (SMBC), Kasikornbank (Kbank) and Siam Commercial Bank (SCB). The construction was led by Powarchina, with wind turbines provided by Envision Energy.

    About the Mosson wind energy project

    The monsoon wind energy project began in 2011 as an ambitious vision to exploit the strong and coherent winds of the Southern PDR Lao and offer clean energy through borders. Extending around 68,000 hectares of mountainous land in the Dak Cheung district in Sekong province and the Sanxay district of the province of Attapeu, it is now Southeast Asia The largest terrestrial wind farm, with an installed capacity of 600 MW.

    The 133 turbines of the project are supported by four 115 kV substations for energy collection and a 500 kV substation to intensify the voltage before transmission. From there, electricity moves along a high voltage line of 27 kilometers at the Lao-Vietnam border, then continues an additional 44 kilometers through the transmission system of 500 kV of EVN to reach the Thanh My Substation.     Beyond clean energy, the project has brought significant local advantages.
