The town of Bao Vinh, in the Huong Vinh district, is also flooded.
Thua Thien Hue Hydrometeorological Station said that due to the influence of a cold air mass and easterly winds at high altitudes, Thua Thien Hue received torrential rains of 790 to 910 mm during of the last 24 hours.
More heavy rain is forecast for Wednesday and further flooding is expected.
