BEIJING, December 23, 2025 /PRNewswire/ — South China’s Hainan Free Trade Port (FTP) has taken measures to continue optimizing its business environment with the aim of further improving the development of high-level FTP.
Hainan regards the business environment as the productivity, vitality and core competitiveness of Hainan FTP, said Ren Duanping, director of the Hainan Provincial Business Environment Development Department, at a promotion event of Hainan FTP held recently in Boao, south China’s Hainan Province.
The province adheres to the demand direction of enterprises and the public, focuses on integrated institutional innovation, expands opening-up, and builds an effective policy and institutional system and enterprise service system that are suitable for high-level FTP, thereby creating a fair, open, transparent and predictable development environment, Ren said.
To promote the construction of FTP, the province established a provincial business environment development department, the first of its kind to have the status of a government department in the country. Each city and county in Hainan has also established corresponding leading groups and departments, providing a strong organizational guarantee for optimizing the business environment.
Ren pointed out that while Hainan continues to consolidate and optimize its core business environment with a unique ecological environment as its main advantage, it has also continued to optimize its political environment and build a modern industrial system with the characteristics of FTP.
Hainan FTP strives to create an internationalized, market-oriented and law-based business environment, Ren said. The province made the market play a decisive role in resource allocation and reduced government intervention in resources and microeconomic activities, creating a fairer and more dynamic market environment.
Ren said the province adheres to the principle that “the rule of law is the best business environment” and protects property rights and the legitimate rights and interests of all types of business entities on an equal footing in accordance with the law. More than 60 regulations and more than 20 government rules closely related to the business environment have been promulgated, he added.
Looking ahead, Ren said Hainan will take practical steps to actively build a political and institutional system in line with the high-level FTP.
