According to an EPFO circular regarding submission of life certificate or Jeevan Pramaan Patra issued in December 2019, “Submission of life certificate or Jeevan Pramaan Patra by Employees Pension Scheme, 1995 pensioners in the month of November in each year may be replaced by a system of submission of life certificate/Jeevan Pramaan after a year from the date of submission of last life certificate/Jeevan Pramaan. Accordingly, pensioners will have to submit the life certificate/Jeevan Pramaan in the same month during next year failing which pension will be stopped from the succeeding month.”
What this means is that as an EPS 1995, pensioner if you had submitted your annual life certificate on November 27, 2020, then for 2021 you have to make sure that you submit your Jeevan Pramaan Patra on or before November 27, 2021. If you do not submit it before this date you will stop receiving pension from December 2021.
Amarpal S. Chadha, Partner and India Mobility Leader – People Advisory Services, EY says, “For government employees who are receiving pension or family pensioners of deceased government employees, the last date of submitting life certificate is November 30 every year (Senior pensioners, aged 80 years and above, can submit the life certificate between October 1 and November 30). However, for those receiving pension from EPS, the life certificate is valid for one year from the date of submission. Thus, it is important that EPS pensioners remember the date of submission of life certificate and submit the next one in the same month of the following year.”
As mentioned above, pensioners are required to submit their annual life certificates before deadline every year to continue receiving pension, i.e., if they do not submit it before the last date they will stop receiving pension from the next month.
How to submit Jeevan Pramaan Patra/life certificate
The Department of Pension & Pensioners’ Welfare issued a circular in September 2021 providing information regarding the different ways a pensioner can submit their annual life certificate. One can submit their Jeevan Pramaan Patra using physical routes like visiting the bank, post office, availing doorstep service or by digital means. This applies for both government and EPS pensioners.

Dorothy Thomas, Partner, Shardul Amarchand Mangaldas & Co. says, “The last date for submission of life certificate is different for government pensioners and those covered under EPS, 1995. Practically, it is seen that those submitting a life certificate via Jeevan Pramaan Portal can submit it any time during the year, irrespective whether you are EPS, 1995 pensioner or government pensioner. Once submitted via Jeevan Pramaan portal, it will remain valid for one year from the date of submission.”
