Memorandum of Understanding between Vietnam National Innovation Center and Synopsys supports development of new chip design incubation center
SUNNYVALE, California., September 19, 2023 /PRNewswire/ — Synopsys, Inc. (Nasdaq: SNPS) today announced its collaboration with the Vietnam National Innovation Center (NIC) under the Ministry of Planning and Investment (MPI) to advance integrated circuit design talents in Vietnamwith Synopsys supporting the NIC’s creation of a chip design incubation center.

NIC sets up infrastructure for IC design incubation center at Hoa Lac High-Tech Park, Hanoi, Vietnam, including Synopsys’ advanced prototyping and emulation technologies to optimize the co-design of software and hardware SoCs. The collaboration aims to train an advanced IC design workforce and facilitate the startup design community in Vietnam. This collaboration supports the Vietnamese government’s strategy to develop the integrated circuit design workforce and associated start-up community.
Synopsys will provide NIC with training licenses including a curriculum, educational resources and a “train the trainer” program to help establish the chip design incubation center. The NIC will invest in IT prototyping and emulation infrastructure to establish the incubation center, which is expected to open in the near future.

The NIC was created by the Prime Minister of Vietnam in Decision No. 1269/QD-TTg of October 2, 2019with a mission to support and develop Vietnam’s innovation ecosystem across many high-tech sectors, including the semiconductor industry, thereby contributing to the country’s science and technology-based growth model.

Vo Xuan Hoai, vice director of the NIC, during the ceremony. “Vietnam has sufficient capacity to develop the semiconductor industry, a political system considered stable and a favorable geographical location,” said Minister of the Ministry of Planning and Investment Nguyen Chi Dung. “The Vietnamese government, especially the Prime Minister Pham Minh Chinhis very interested in promoting investment cooperation and developing the semiconductor industry in Vietnam; and tasked the Ministry of Planning and Investment, the Ministry of Information and Communications and other ministries to develop an action program to develop this industry in Vietnam. This includes a workforce development project that aims to train a team of 50,000 engineers for this industry by 2030. The cooperation between NIC and Synopsys will contribute to workforce development work and companies in semiconductor design and product development in Vietnamas well as strengthening relationships between Vietnam And United States to strengthen the capacity of the innovation ecosystem and the semiconductor industry.
