A former deputy communal police chief in Dong Thap province in the Mekong Delta was arrested on Thursday for beating a man to death at a police station.
Major Ho Thanh Hoa, 38, former deputy police chief of Tan Thanh B commune, Tan Hong district, was arrested by provincial police for “intentional homicide in the performance of his official duties”.
Hoa and three other officers had come to the home of Tran Van Dam, 57, on August 28 to take him to the township police station after it was reported that he was drunk and disturbing the public order. Dam allegedly shouted and swore at the police officers at the police station.
Authorities said Hoa got angry and kicked Dam before leaving. About 10 minutes later, Hoa discovered that Dam was unconscious, breathing weakly and having convulsions, so he took him to a local medical station. But Dam later died.
Hoa was dismissed from police duty.
